县级政府应急管理体系建设的困惑及思考——基于安徽省的调查

摘　　要：县级政府应急管理体系是国家应急管理体系中的重要节点,文章基于对安徽省县级政府应急管理体系的调查,总结在体制、机制、应急装备保障及应急管理人员自身的困惑,进而提出通过整合、合并,统一解决体制困境,通过规范、创新,支持解决机制问题,通过三统筹、三结合,解决装备物资困境,通过实训、内培、引进人才,解决人才困境的基本思路。The county government emergency management system is an important node in national emergency management system. Based on the investigation of county government emergency management system in Anhui province, this paper summarizes the system, mechanism, emergency equipment support and emergency management personnel＇s own confusion, and then through consolidation and merger, solves the system confusion, through the specification and the innovation mechanism, solves the mechanism problems, through three overall planning and three integration, solves the problems of equipment and goods, through training, recruits the talents and solves the talents problems.
