摘 要:大型公共基础设施建设项目组织问题是近年来政府投资项目管理的热点问题。文章基于中国情境,采用定性与定量相结合的方法,开发了中国情境下大型公共基础设施建设项目公民行为量表,并将之与项目公民行为和中国情境下的组织公民行为量表进行比较。结果显示,相较于一般项目,大型公共基础设施建设项目更需要自身能力较强的员工以促进项目公民行为;相较于一般公司,大型公共基础设施建设项目更需要人际关系和谐的员工以促进项目公民行为;相较于西方情境,大型公共基础设施建设项目更需要个人努力的员工以促进项目公民行为,并且需要保证这种努力的成功率。这揭示了大型公共基础设施建设项目选择员工的原则,为建设实践提供指导。The organization of large- scale public infrastructure projects is one of the hottest problems in government investment project management in recent years. The paper, based on the Chinese context, applies the combination of qualitative and quantitative methods to develop citizenship behavior scale of large-scale public infrastructure projects in the Chinese context, and then compares it with project citizenship behavior scale and organizational citizenship behavior scale in the Chinese con- text. The results show that large-scale public infrastructure projects, compared with general projects, need more strong self ability employees to promote project citizenship behavior. Large-scale public infrastructure projects, compared with ordinary companies, need more interpersonal harmonious employees to promote project citizenship behavior. Large-scale public infra- structure projects, compared with the Western context, need more employees' efforts to promote project citizenship behavior, and to ensure the success rate of such efforts. The study reveals the principles of selecting employees for large-scale public infrastructure projects, and provides guidelines for the practice of construction.
