论学生代表大会在高校院系民主管理中的缺位及对策

摘　　要：学生代表大会作为高校民主管理的一种基本形态,其功能、地位、价值与教代会同等重要。但在院系层面,却普遍存在着学生代表大会从制度形态到功能作用的缺位。究其原因,主要是由管理模式的泛行政化、民主知行的边缘化和法治理念的淡化所致。这些问题不仅制约学生民主管理的效能、效果,而且阻碍现代大学精神的创建和大学制度的落实。解决学生代表大会在高校院系民主管理中的缺位,需要从两个方面入手:一是着力构建以院系党政联席会为中心,二级教代会、学生代表大会为两翼的民主管理体系;二是不断强化制度保障,完善体制结构,提高机制效能。As a basic form of democratic management in universities, the student congress is equally important as the teacher congress in regard of its role, status, value. But at the department level, the loss of the student congress is a general problem ranging from the system to the function, mainly resulting from the management model of a generic security administration, Marginalization of democratic transition and desalination of the rule of law. These problems not only restrict the effectiveness and efficiency of the student democratic management, but also block the creation of modern university spirit and the implementation of university system. To solve the problem, first of all, we should build the democratic management system in which the department joint committee of the party and administration is the core, and department teacher congress and student congress as its two wings; Secondly, we should strengthen the system, Perfect the system structure and improve the efficiency of the mechanism.
