摘　　要：户籍制度改革的"正当性"已取得广泛认同,但改革本身在长期的实践过程中仍面临重重困境。对户籍制度的起源和功能、作用与影响、改革阶段、近期改革实践与困境,以及户籍制度及其改革的实践与研究进行了回溯和整理,以期更好地理解时下户籍制度改革方案的可行性,并认清真正贯彻实施户改政策所需要解决的问题,从而推动户籍制度改革实践。Though the legitimacy of reform on household registration system （HRS） has been widely accepted, there is still serious dilemma during the long - term practice of reform. We reviewed the past records of HRS reform and the relevant studies from four aspects： the origin and its function of HRS, its effect, different stages of reform, and the reform practice and the present dilemma. Based on this review, we can get a better understanding of recent proposed solutions with regard to HRS reform and the feasibility, and also a better understanding of the fundamental problems need to solve when fully implementing reform policies.
