我国社会保障支出效率的区域测度与影响因素研究——基于三阶段DEA模型的政策质量分析

摘　　要：新常态下社会保障面临新挑战,提升我国区域社会保障支出效率成为缓解当前社保压力的重要途径。本文运用三阶段DEA模型对2013年我国各省级区域的社会保障支出效率进行了测度与影响因素分析,结果表明:环境因素对区域社会保障支出效率存在明显影响,其中区域经济发展程度、民众生活水平及老龄化人口比重均存在负向消极影响,而国有资产占比会显著提升就业保障支出效率;剔除影响因素后,各区域社会保障支出效率发生明显变化,平均综合效率与技术效率均有所上升,社会保障支出效率水平区域间发展不平衡,整体投入产出环境有待改善。针对四种不同效率结构的社会保障支出类型,应从提高经营管理水平或扩大投入规模等方面加以应对。Under the new normal, the social security is facing new challenges, and it is an important way to improving the regional social security quality to ease the current social security pressure. This paper takes the three -stage DEA model to assess the social security quality of 30 provincial regions in China and analyze the influencing factors. Results show that the environmental factors have obvious effects on regional social security quality. The economic development, people living standard and aging population a has a significant negative impact, while The proportion of state - owned assets is not significant. After the removal of the environmental impact factors, the regional social security quality has changed significantly, the regional average efficiency and the technical efficiency have increased. The overall environment of China＇s social security development needs to be improved. In view of four kinds of social security quality levels, the paper puts forward policy suggestions on improving the quality of regional social security in the aspects of improving management level or expanding production scale.
