摘　　要：实现低保制度的城乡统筹发展是实现社会公平的需要,也是社会保障制度自我完善和发展的必经阶段。目前城乡低保最低生活保障制度之间仍存在巨大的差距,城乡低保在立法、管理体制、资金筹集及待遇方面差异较大,影响低保制度统筹发展的步伐。提出完善低保立法、统一管理体制,整合经办力量,规范财政投入,建立统一的低保待遇调整机制以及加强低保制度的内部衔接等建议。The realization of the system of urban and rural development is not only the need to achieve social justice, but also the essential stage of the social security systemg self improvement and development. There is still a huge gap between urban and rural minimum living security system, the legislation, management system, capital raising and treatment differences are relatively large, affecting the overall development of the system. This paper puts forward to improve the legislation, unified management system, integrated management forces, and regulate financial investment and establish a unified system for the adjustment of low treatment and strengthening the system of internal cohesion and so on.
