摘  要:[目的 /意义]国外高校图书馆都十分重视图书馆的社会服务职能,其社会服务已形成一定规模,达到了较高的水平。而国内高校图书馆社会服务尚处于初步发展阶段,积累的经验、服务范围和层次还远远不够。为推进国内高校图书馆向社会开放,实现文献信息资源有效利用和共享,需探讨高校图书馆社会服务策略。[方法 /过程]根据公共产品理论,从效用特征、消费特征、效益特征3个方面界定了高校图书馆属于典型的准公共产品,分析了高校图书馆社会服务的可行性、障碍和基准线。[结果 /结论]从加强制度建设、主体供给多元化、无偿服务和有偿服务相结合、以网络为基础开展联合服务、提升图书馆综合服务能力5个方面,提出了高校图书馆社会服务策略。[Purpose / significance] Foreign university libraries have been attaching great importance to social service functions of library, their social service has formed a certain scale and achieved a higher level. But social service of university library in China is still in preliminary stage of development, and accumulated experience, service scope and level are not enough. It is necessary to discuss social service strategies of university library to promote process of domestic university library open to society and realize effective use and sharing of document information resources. [Method / process] According to the public products theory, the paper defines university library as a typical quasi public product from its three features of utility, consumption and benefit, and analyzes the feasibility,obstacles and reference line of university library’s social service.[Result / conclusion] It puts forward strategies for university library’s social service from five aspects of strengthening system construction, supply diversity, combination of free service and paid service, developing united service on network, and promoting comprehensive service ability.
