村民自治机制创新比较研究——以广东揭阳和清远的探索为例

摘　　要：采用个案研究法和比较研究法,将广东清远的村民理事会、自然村建制和揭阳的"一室两会"进行比较,发现它们的共性是动力机制趋同、治理资源相同、治理绩效类似,差异是制度设计不同、运行机制不同。村级理事会的问题是与原有组织体制之间的协调整合、村民参与积极性和可持续发展问题;自然村建制则是缺乏法律依据、缺乏村民认同感和违背了基层民主的发展趋势。政策建议是:基层创新要以维持乡村治理结构稳定为前提,要实现实践创新和理论指导的良性互动,要顺应基层民主的发展趋势,要建立社会性参与机构,要实现创新机制的可持续发展,实现从"为民作主"到"由民作主"的转变,推动农村治理能力现代化。This paper adopts the case study method and comparative research method and makes a comparative study of the Qingyuan village council system and natural village system and Jieyang 's 'Representatives Studio,Public Welfare Council,and Democratic Supervisor Board'system. It is revealed that their commonness is dynamic mechanism convergence,similar governance resources,and similar governance performance and their differences are different system designs and different operation mechanisms.The problem with the village council system is one of coordination between the original organization,villagers' participation enthusiasm and sustainable development. The problem with the natural village system is a lack of legal basis,villagers' lack of identity and its bucking against the trend of democracy development at the grassroots level. Policy suggestions: grass- roots level innovation at the grass- roots level should be premised on maintaining the stability of rural governance structure,benign interaction innovation in practice and theory should be pursued,the development trend of democracy at the grassroots level should be followed and social participation mechanism should be set up so as to realize the sustainable development of the innovation mechanism and the transformation from'taking the responsibility for the people'to'rule by the people'and promote the modernization of rural governance.
