摘　　要：河南省为了应对世界经济低迷外需萎缩和国内经济持续下滑的复杂严峻形势,与全国同步实现全面建成小康社会战略目标,保持"十三五"经济平稳健康发展,必须牢固树立"创新、协调、开放、绿色、共享"五大发展理念,实施创新驱动、开放带动、中心城市带动、网络强省、绿色发展五大战略,尤其是实施创新驱动和开放带动两大战略。通过开放激发后发优势,通过创新培育先发优势,加快结构升级,增强经济发展活力和后劲;围绕新型城镇化、新型工业化、农业现代化、信息化"四化同步",现代服务业、开放型经济、民生保障"三个提升",在重点领域展开一批重点项目建设,夯实基础,加快升级,激活投资需求,开拓出口市场,稳定消费需求,实现"三驾马车"协调拉动经济增长;优化发展环境,建立项目带动的体制机制,创新金融政策,鼓励"双创",激发新动力。the Henan province in order to deal with the world economic downturn continued to decline the decline in external demand and domestic economic complex situation,and the national synchronized to achieve the strategic goal of building a moderately prosperous society,and in 2016 45 maintain stable and healthy economic development,we must firmly establish the ＂ innovation,harmony,green,open,sharing＂ five development ideas,the implementation of innovation driven,the opening drive,promoting the city center,network,such as the five province of green development strategy,especially the implementation of innovation driven and open to the two main strategic advantage,through open excitation,cultivate first mover advantage through innovation,accelerate the upgrading of the structure,enhance the economic development vitality and stamina;around the new urbanization,new industrialization,agricultural modernization,informatization ＂ four modernizations synchronization＂,modern service industry,open economy,livelihood security ＂ three. L ＂,a number of key projects in key areas,laying a solid foundation,accelerate the upgrading,activation of investment demand,expand export demand,stable consumer demand,to achieve the ＂ three carriages ＂ coordinated to boost economic growth; optimize the development environment,institutional mechanisms for the establishment of project driven,innovative financial policy to encourage the ＂ double ＂,stimulate new impetus.
