公私协力视角下慈善超市发展路径选择——基于辽宁省的调查数据

摘　　要：自2002年末辽宁省首家慈善超市兴建至今十余年间,慈善超市历经了成长、发展、衰退和探索期,在扶贫济困方面发挥了举足轻重的作用。但同时,源于资金链断裂、人员供给不足和物资短缺等问题,慈善超市的数量亦从繁盛时期的1024家减少到现在的109家。本研究基于辽宁省14市109个慈善超市的调查,以公私协力为视角,探讨政策导向、社会力量参与和公私合作层面的原因,建议通过政府、市场及第三部门的协作方式构建合理的慈善超市发展路径。Charity supermarkets in Liaoning played a significant role in poverty alleviation,which have went through growth,expansion,recession and reestablishment stages over the past decade since the first establishment of charity supermarket in late 2002. However,due to the shortage of capital,professional staff as well as goods,it started to change from flourish to decadence,as the number of charity supermarket reduced from 1024 to 109. Based on the investigation of those 109 charity supermarkets in 14 cities of Liaoning,the research analyses factors like policy orientation,the participation of social force and the communication between public and private,tries to find an appropriate path for the development of charity supermarket by the cooperation of public,private and the third sectors from the perspective of PPP theory.
