摘 要:我国作为世界上稀土资源最丰富的国家,稀土产业发展却一直停滞于低附加值的产业链前端,高附加值的后端发展滞后与发达国家差距大,产业发展呈现出明显的"低端锁定"发展态势。文章基于微观企业效率视角,依据稀土产业链和企业主营业务类型将稀土企业划分为前端企业和后端企业,分别代表我国稀土产业链前端和后端的整体状况。采用改进的DEA方法对产业链前后端的效率水平进行比较,挖掘我国稀土产业存在"低端锁定"态势的原因,从而提出破解"低端锁定"的对策建议。As the world's most abundant rare- earth resources country, the development of rare- earth industry in China has been stalled in the low value - added industrial chain, the development of high value - added is lagging behind, and there is a huge gap with developed countries. The industrial development presents the obvious "low - end" development situation. This paper is based on the perspective of micro enterprise efficiency and divides the rare - earth enterprises into the front - end and back - end enterprise business according to the rare - earth industry chain and the enterprise main business type which re- present the overall situation of the front - end and back - end in China~ rare - earth industry. Through comparing the efficiency level around the industrial chain ends by using the improved DEA method,it excavates the reasons of the presence of the "low - locked" situation in the rare - earth industry of China and put forward the countermeasures and suggestions to crack the "low - locked".
