黑龙江省新型墙体材料专项基金征收管理现状及对策

摘　　要：墙改基金是我国政府设置的导向性政府基金,其设置目的是保护我国稀缺的耕地资源,并促使墙体材料使用新技术不断更新,以满足经济社会发展要求。黑龙江省墙改基金征管工作自开展以来取得了很大成绩,但目前其征收管理工作仍存在认识差异、难以做到专人专管、某些个别地区还存在征收空白等问题。强化征管的对策及建议是:规范地方政府墙改基金政策;加大对地方墙改机构的支持;加强墙改基金的征管;强化全省墙改基金的监管。The special fund for new wall materials is an oriented government fund, whose purpose is to protect China scarce cultivated land resource, update new technology constantly, and meet the requirements of economic and social development. Since the beging of collection and management, Heilongjiang government has made great achievements. However, the problems are different understanding, difficult to charge and blank in some individual regions. In order to strengthen the collection and management, the government should regulate local government policies, increase support for local institutions, and intensify the fund regulation.
