摘　　要：历史建筑的"活化"保护是对历史建筑的保护性利用,是善用。"活化"保护历史建筑的成效和可持续发展的保障是制度构建。辽宁省可构建的历史建筑"活化"保护制度是构建政府主导的历史建筑活化保护制度,构建政府与民间合作制度,构建历史建筑普查制度与定级制度,构建历史建筑活化保护队伍制度,以及历史建筑保护与当地社会发展相结合制度。政府主导的历史建筑活化保护制度是确定政府在历史建筑活化保护中的主导地位、主导权能;政府与民间合作制度是政府与当地组织、社团、居民等历史建筑保护的民间力量合作。The activation and protection of heritage architecture is protective and rational utilization.The system construction is the achievement of tivation and protection heritage architecture and the guarantee for sustainable development.The heritage architecture activation and protection systems able to be constructed in Liaoning Province are government-led system, public-private system, heritage architecture survey and grade system,activation and protection contingent system and local development related system.The government-led system is aimed at guaranteeing the government＇s leading position and power and functions;and the public-private system is the cooperation between government and folk force（Local organizations, community and residents, etc. ）.
