摘 要:多元主体协同共治格局是当前我国社会治理变革的方向,以广东D市H家庭服务中心这一妇联枢纽型社会组织为例,从微观视角分析了枢纽型社会组织在提供社区服务、培育孵化社会组织、动员整合社会资源以及规范社会组织发展等方面的协同作用。H家庭服务中心的经验表明,妇联枢纽型社会组织有效参与社区服务的制度空间缘于政府选择性让渡职能与枢纽型社会组织嵌入式自主回应。政府要适度放权,赋予妇联枢纽型社会组织适度的制度环境,妇联枢纽型社会组织则应主动寻找自主的发展空间,二者良性互动,促进社会协同治理。Multi-subject co-governance is the direction of the development of social governance in China. Taking H family service center of D city, a Women's Federation key social organization in Guangdong, as an example, this paper analyses the cooperative effect of the key social organizations on the provision of commu- nity services, cultivation and hatching of social organizations, mobilization and integration of social resources and standardizing the development of social organizations from the micro perspective. The experience of H family service center shows that the institutional space of the key social organizations' effective participation in community services is the result of the selective transference of government functions and the embedded autonomous response from the key social organizations. The government should decentralize moderately to cultivate the institutional environment for key social organizations and key social organizations should initia- tively seek development space, both of which could promote social collaborative governance in the process of positive interactions.
