行政人员伦理自主性的生成、发展及其在国家治理现代化中的价值研究

摘　　要：行政人员的伦理自主性包含自主选择权利、自主选择能力和伦理价值取向三大要素,由行政自由裁量权和行政人员能动性共同孕育生成。它随着行政范式的嬗变而不断发展演变,在四大行政范式中经历了被摒弃压制、开始兴起、分离发展、全面深入发展四个阶段。在防止公共权力异化、根治腐败、深化现代道德治理,实现有效治理,推进国家治理体系和治理能力现代化等方面,行政人员伦理自主性能够发挥重要作用。Ethical autonomy of administrative personnel includes three elements：the right of independent choice ,the abili- ty of independent choice and the ethical value orientation,which are generated by the administrative discretion and the initiative of administrative personnel.It evolves with the change of the administrative paradigm,experienced the four stages in the four administrative paradigms .. abandoned and suppressed,beginning of rise,separated development,compre- hensive development in-depth.Ethical autonomy of administrative personnel could play a key role in preventing the pub- lic power dissimilation,eradicating corrnption,deepening the governance of modern moral,realizing effective governance, promoting the modernization of national governance system and governance capacity ,etc.
