基 金:铁路建设项目经济效益形成机理与计量研究
摘 要:现行铁路建设项目国民经济效益分析中,存在缓解交通拥堵效益计量困难的问题,本文借鉴国内外研究成果,提出一种操作性较强的效益计量方法。基于运量预测数据以及其他可获得的参数,分别对运输时间节省效益、运营成本节省效益、有害气体排放对环境的污染减少效益、交通事故减少效益四部分进行计算。论文以A、B两市间拟建的城际铁路为例,通过运量预测数据、交通量调查数据及便于得到的相关计算参数对效益进行计算,结果表明,采用的计算方法具有可操作性。In order to reduce the difficulty in measuring the traffic congestion reduction benefit in current national economic benefit analysis due to railway construction project, this paper proposed a manipulative method based on the existing researches at home and abroad. Based on the prediction data or other available ways, the paper measured transport time saving benefit, operating cost saving benefit, environmental pollutant reduction benefit and the traffic accident reduction benefit. Taking a intended intercity railway, which connected the city A and volume survey data and the result shows that as an example, the benefits through fortune capacity data, traffic the relevant parameters which could be got easily were calculated, the proposed method is manipulative.
