摘  要:由于爬坡率和响应时间的限制,常规机组提供负荷频率控制(LFC)的能力有限。选择具有快速精确功率跟踪能力的飞轮储能系统作为LFC的辅助调节手段,利用概率统计方法对LFC的需求进行定量分析,考虑飞轮储能系统和常规机组实际出力、设备投资成本与运行维护成本,提出了可维持飞轮储能系统荷电状态(SOC)在指定范围及减少常规机组出力调整的控制策略,在此基础上,构建飞轮储能系统参与LFC的容量优化配置模型,以经济性和调节效果为优化目标,寻求控制策略下飞轮储能系统容量、常规机组调节容量与控制策略参数的最优配置。仿真结果表明该方法能全面评估不同配置方案下的经济性与技术性。Conventional generators(CG) were limited in their ability to provide load frequency control for the restriction on power ramp rate and response time. Flywheel energy storage system(FESS)with fast and accurate power tracking ability was chosen to provide regulation service. Probability statistics methods were used to make quantitative analysis of the demand for LFC. Taking the regulation service of FESS and CG,the initial cost and the operation and maintenance cost, into account, an optimal sizing model for the coordinating system based on a control strategy developed to maintain the State of Charge(SOC) of FESS within a desired range and reduced adjustments of CG was established. With optimal objects of technical and economical benefits, the optimal sizing scheme for the capacities of ESS and CG and the parameters of the control strategy was sought. The simulation results show the aggregation of capacity sizing and control strategy optimization, revealing that the method is capable of making comprehensive assessment of the technical and economical benefits of different schemes.
