摘　　要：2015年1月14日,国务院以国发〔2015〕2号发布了《关于机关事业单位工作人员养老保险制度改革的决定》,该决定打破了延续几十年的养老金"双轨制"局面。文章在剖析养老金"双轨制"形成的历史原因及该制度产生的社会矛盾的基础上,根据企业养老保险制度这二十多年来改革所取得的经验和成就,指出:我国公务员的养老保险应由基本养老保险、强制性的职业年金、个人储蓄养老保险这三部分构成。On January 14, 2015, the State Council promulgated the （2015） No. 2 Decision on the Reform on Insurance System for the Staff of the Government Organizations and Institutions, which has broken decades of the ＂Double Track System＂. Based on the analysis of historical reasons of the ＂double track system＂ and the subsequent social contradiction, this paper points out that the pension insurance in China should be composed of basic pension insurance, compulsory occupational pension, and personal saving- based pension insurance in accordance with the experience and achievements that the reform had made on enterprises pension insurance system in more than two decades.
