从经济体需求方和供给方看中国经济新常态的主要特征

摘　　要：近年来论及中国经济发展的新趋势,使用频率最高的概念非"新常态"莫属。新常态实质上是经济运行规则、结构和发展特征等从一种状态向另一种状态的变化。而对经济发展新常态背后的逻辑基础和形成机理的学理性分析是解读新常态主要特征的必然要件,因此,主要从工业化进程、后发赶超和经济转型3个维度阐释中国经济新常态的形成机制和客观必然性。从经济体的供给面来看,中国经济新常态呈现增长放缓趋势,生产率和增长质量的关键作用愈加凸显,低碳增长模式导引下的结构变动以及创新愈发重要。从经济体的需求面来看,消费支出渐成经济增长的关键推动力,步入绿色增长理念导向下消费需求升级带动产业结构调整和优化的关键阶段,步入一个消费需求推动技术创新、技术创新催生新的消费需求的良性循环的新阶段。In recent years,when it comes to the new trend of China’s economic development,the concept of the most frequently used must belong to the ＂new normal＂. The new normal is the changes of the economic operation rules,structure and development characteristics from one state to another state in essence. The inevitable requirement of analysis the main characters of the interpretation is the new normal is the rational analysis of the logic basis and formation mechanism behind the new normal of the economic development. Therefore,this article mainly interpreted the formation mechanism of the new normal and objective necessity of China’s economy from the process of industrialization,the coma to catch up with and from the perspective of the supply side of economy,the new normal of China’s economy presents a slowing growth trend,the key role of quality and productivity is increasinglyhighlighted,and the structure change and innovation is increasingly important under the guidance of low carbon growth model. From the perspective of the demand side of economy,consumer spending grows into the key driver of economic growth,and we have steped into the key stage that consumer demand’s upgrade promotes industrial structure adjustment and optimization under the guidance of the concept of green growth,and steped into a new stage of virtuous cycle that consumer demand promotes technology innovation and technology innovation creates new consumer demand.
