日本“国际战略综合特区”及其制度政策创新

摘　　要：2011年启动的"国际战略综合特区"是日本基于《新成长战略》,面向未来发展创新经济,实施制度和政策的突破创新,引领日本经济走出长期低迷,从而实现"新成长"的国家战略项目之一。"国际战略综合特区"在产业定位上,重点发展创新型生物科技与医疗、生命科学与健康、环境与新能源等与大众生活品质提升、扩大内需和外需直接相关的产业;在空间形态上,打破行政区划界限,形成跨县、市大区域创新经济圈;在发展模式上,以创新为着力点,采取项目制和按项目定制制度政策的方式推动产业发展;在保障机制上,建立"国家与地方协议会"政策协商机制,创新制度政策供给模式,从而激发地方自主创新活力。Launched in 2011, the ＂ Comprehensive Special Zones for International Competitiveness＂ is based on ＂New Growth Strategies＂ in Japan, for the future development of creative economy, the implementation of the institutional policy innovation, lead the Japanese economy out of the depressed for a long time, so as one of the projects to realize the national strategy of ＂New Growth ＂. The Characteristics of the ＂Comprehensive Special Zones for International Competitiveness ＂ are ： （ 1 ） on the industry positioning, focus on developing the industry of biotechnology and life science, environment and next - generation energy etc. that directly related to public life quality promotion and expanding domestic and external demands; （2） on the space form, break administrative division limit, formed large regional creative economic circle across the provinces and cities; （3） on the promotion pattern, focus on innovation, according to the project, promoted by using the tailor - made, integrated support for comprehensive and strategic challenges in selected regions; （4） in the safeguard mechanism, through establishing of ＂National and Local Councils＂ in each Comprehensive Special Zone and policy consultation mechanism, reformed the regulatory exceptions and policy supply mode, so as to stimulate the local independent innovation vitalities.
