摘　　要：日本以公共年金制度为基础建立的养老保障体系,在经济形势恶化及人口年龄结构变动的影响下面临严峻挑战。现行养老保障体系陷入困境的根本原因在于改变了代际利益模式,重心向老年人口群体倾斜,对现役世代及年少人口群体的支持力度不足,导致人口出生率下降,破坏了养老保障制度持续运营的基础条件。现行改革方案未能缓解现役家庭抚养子女的压力,不能从根本上恢复合理的人口年龄结构,效果有限。Based on the public pension challenges under the influence of the sys do tem, Japan＇s old -age security system is confronting serious wnbeat economic condition and the population composition change. The root cause that the current old - age security system gets in trouble is that it changes the inter-generational interest pattern and focuses more on the old - age group, and its supports to working generation and young population are not enough, which leads to birth rate declining and damages the fundamental conditions for the continuing operation of the old - age security system. The current reform schemes cannot relieve the working parents＂ stress for raising children and recover the reasonable age structure.
