论农村演出市场的错位与失衡-湖北农村演出市场调查分析  

On the Misalignment and Unbalance of the Rural Performing Market——an Investigation in Hubei Rural Areas

摘　　要：公众视角中农村演出供给不足的命题须重新审定。湖北省2012年农村演出市场调查显示,农村演出市场中文化事业性的公共演出供给不足,但产业性的私性演出却异常活跃;农民对于演出的功用性需求极其旺盛,但真正欣赏性与发展性需求却严重不足。而目前政府试图以事业性的公共演出供给去满足功用性演出需求的供需错位,以及事业性公共演出被产业性私性演出抢占挤压的份额失衡,将对农村文化的健康发展产生不利影响。因此,从政策导向上对农村演出市场的供需进行平衡与归位,加强扶持、整顿规范、合理疏导与激发培育并举,是农村演出市场健康发展的必由之路。The subject of insufficient supply,in the eyes of the public,of theatrical performances needs to be re-examined. An investigation report on the rural performing market in Hubei Province in 2012 reveals that the supply of the public sector's non-profit making cultural performances was inadequate while the private sector's commercial performances were abnormally active;the report also indicates that rural citizens had a strong demand for the performances' practical functions and that their demand for entertainment and development was seriously weak. However,the local governments are attempting to meet farmers' functional needs with the provision of public sector's cultural performances and the private sector is taking a larger share of the market. This misalignment and unbalance will be very harmful for the healthy rural cultural development. Therefore,to balance the demand and supply and to promote the healthy development of the rural performing market,better policies should be made and proper actions be taken such as supportive measures,effective regulations,reasonable guidance,and stimulating incentives.
