经济补偿对农户感知耕地保护政策实施成效的影响——来自四川、湖北、上海和江苏的典型实证

摘　　要：以试行耕地保护经济补偿政策的四川省成都市、上海市闵行区及江苏省苏州市,以及尚未实行经济补偿政策的湖北省武汉市、荆门市和黄冈市6个典型区域93个村庄940名受访农民的调查为实证,探讨经济补偿对调动农民参与耕地保护政策的影响,并采用多分类logit模型分析农民感知耕地保护政策实施成效的影响因素。研究表明:经济补偿明显增强农民在改善耕地生态环境、维持耕地数量不减少、确保农地用途不改变、平衡耕地质量不降低等方面的积极性;经济补偿显著提升了农民对耕地保护政策实施成效的感知评价,已接受经济补偿的农民对耕地保护政策实施成效的综合评价值较未享有经济补偿农民对耕地保护成效的综合评价值高0.143;受访农户的个体特征、家庭特征、耕地功能环境认知、区域发展环境状况及政策自身因素均对农地保护政策实施成效具有显著影响。This paper interviews 940 farmers from 93 villages in six typical regions in Chengdu of Sichuan province,Minhang district of Shanghai,Suzhou of Jiangsu province where the policy of economic compensation for farmland protection has been experimented and Wuhan,Jingmen and Huanggang of Hubei province without economic compensationfor farmland protection to analyze the influence of economic compensation on farmer's participation in farmland conservation,and uses multinomial logistic regression model to explore the factors influencing farmers' awareness of the implementation effects about farmland conservation policy.The result shows that firstly,the economic compensation has apparently promoted farmer's motivation in improving ecological environment of farmland,maintaining farmland quantity,curbing farmland-use change and balancing farmland quality.Secondly,economic compensation has significantly increased farmer's perception evaluation of implementation effects about farmland conservation policy.Namely,the farmer's evaluating value about the policy's implementation effects of economic compensation is 0.143 higher than that of not-receiving economic compensation farmers.Thirdly,interviewed farmers' individual and family characteristics,the cognition of farmland function and environment,regional development and policy factors all have influenced the implementation effect of farmland protection policy.
