农地整治过程中不同类型农户权益诉求研究——以湖北省和湖南省部分县区为例

摘　　要：在构建农地整治过程中农户权益诉求衡量指标体系的基础上,利用湖北省和湖南省部分粮食主产县区的农户调查数据,测算农地整治过程中不同类型农户的权益诉求强度。研究表明:各类农户对经济权益的诉求强度最大,其次是政治权益诉求,再次是社会文化权益诉求,最后是生态环境权益诉求;随着非农收入在家庭总收入中所占比例的上升,农户经济权益诉求的主导地位有所下降,政治权益诉求、社会文化权益诉求和生态环境权益诉求的地位有所上升。提出在今后的农地整治实施中,不仅要尊重并保护农户的经济权益,而且要尊重并保护农户的政治权益、社会文化权益和生态环境权益,要根据农户各方面的权益诉求及其差异,因时因地确定农地整治的方向、内容及重点,促进农地整治事业健康、持续发展。Based on measurement index of demands for rights and interests of farmers in rural land consolidation,this paper uses the survey data from Hubei and Hunan provinces to measure the intensity of demands for rights and interests between different types of farm households in rural land consolidation.The result shows that farm households' demand for economic rights and interests occupies the dominant position,followed by political expediency,social and cultural rights and interests and ecological environmental rights and interests.With the increasing of the proportion of non-agricultural income in the family,the predominant status of demand for economic rights and interests has declined but the secondary status of demand for other rights and interests has risen.Therefore,this paper points out that we should not only respect and protect farm households' demand for economic rights but also pay attention to their demand for political,social,cultural and ecological environmental rights and interests.We should also adjust the direction,content and focus of rural land consolidation and promote the sustainable development of rural land consolidation according to farm households' demands for rights and interests.
