摘  要:运用Malmquist-Luenberger(ML)生产率指数方法测算并比较2001—2010年我国制造业在碳排放约束下全要素能源生产率水平及其分解.在无碳排放约束、碳排放约束下利用传统距离函数以及利用方向性距离函数3种情形下从全国、区域和省际3个角度来探究能源生产率水平并分解技术进步与效率改善,并且运用Tobit模型对影响全要素能源生产率的因素进行实证检验.研究发现:3个角度下全要素能源生产率年均都呈正增长,主要得益于技术进步;全国角度下ML指数呈W形波动,2005年和2009年是拐点;区域角度下发现效率改善对中西部全要素能源生产率促进作用越来越大;回归分析显示全要素能源效率、节能减排及外资流入的提高对全要素能源生产率的增长有正向作用.最后,提出相应的政策建议.It used Malmquist-Luenberger (ML) productivity index method to measure and compare the productivity lev- el and decomposition of total factor energy from 2001 to 2010 during which China's manufacturing industry was in the constraint condition of carbon emissions. By using three kinds of situations ( no carbon emissions constraints, using traditional distance function and using directional distance function in the constraint condition of carbon emissions) from the national, regional and provincial angles, it explored energy productivity level and decomposed it into technological progress and efficiency improvement, then used Tobit model to make an empirical test on the factors affecting the total factor energy productivity. The results show that all the total factor energy productivities in the three angles have positive growth, mainly due to technological progress; in national angle, ML index shows a W-shaped fluctuation, and the years of 2005 and 2009 are the turning points ; in regional angle, efficiency improvement has greater promotion effect on the total factor energy productivity in the midwest; regression analysis shows that total factor energy efficiency, energy conservation and emission reduction, and the improvement of foreign capital inflow all have positive effects on the growth of the total factor energy productivity. Finally, it proposed policy suggestions.
