摘　　要：基于价值链理论,将技术创新过程分解为技术开发和技术转化两个阶段,利用我国29个省市1995—2011年间的数据,建立面板门槛回归模型,基于金融发展视角分析环境规制与技术创新之间的门槛效应.结果显示,环境规制与技术开发之间呈现倒"U"形关系,如果基于金融发展的视角,环境规制与技术开发之间仍呈现倒"U"形关系,企业可以容忍更高强度的环境规制水平;环境规制不能有效地促进技术转化,如果基于金融发展视角,低强度的环境规制不能有效地促进技术转化,适当强度的环境规制可以促进技术转化,高强度的环境规制不利于技术转化.此外,金融发展与环境规制的结合能够更好地促进技术开发与技术转化,对于实现环境保护与经济增长具有重要意义.Based on value chain theory, the technology innovation processes are divided into two stages, including technology development and technology transfer. From the financial development perspective, it constructed a panel threshold regression model to analyze the threshold effect between environmental regulation and technological innovation by u- sing the panel data of 29 regions of China from 1995 to 2011. The results indicate that an inverted ＂U＂ -shaped relationship exists between environmental regulation and technology development, and from the financial development perspective, companies can tolerate higher levels of environmental regulation ; environmental regulation can＇t effectively promote technology transfer, but from the financial development perspective, too low or too high intensities of environmental regulations can＇t while appropriate intensity of environmental regulations can effectively promote technology transfer. Combining financial development and environmental regulation can better promote technology development and technology transfer, which is important for achieving environmental protection and the stable growth of economic.
