摘 要:制定了港口码头环境风险事故防范应急措施调查体系,以青岛港董家口港区原油码头工程竣工环境保护验收调查为例,分析了港口码头环境风险事故应急措施调查的重点内容与关键环节。采用现场调查与资料收集相结合的方法,通过调查环境风险事故发生情况、保护目标的变化与影响,收集项目的环境风险应急设施、应急预案、联防机制以及应急演练等相关资料,分析项目环境风险事故应急系统的有效性,从而验证了环境风险事故防范应急措施调查体系的可行性,为港口项目环境风险事故应急措施的调查提供参考依据。To explore an investigation system of emergency measures in case of environmental risk accidents in ports,thispaper takes an investigation of environmental protection acceptance check for Qingdao Dongjiakou crude oil terminal projectas an example,discusses key elements and key links involved in an investigation for emergency measures in case of environmentalrisk accident in ports.Combining both investigation and data collection,it looks into the occurrence quantity ofenvironmental risk accidents,the change and influence of protected targets and collected related data about the environmentalrisk emergency facilities,emergency plan,defense mechanism and emergency drills to analyze the effectiveness ofenvironmental risk accident emergency system.The feasibility of the system has been verified and will provide reference forthe investigation of environmental risk accidents emergency measures in port related projects.
