摘　　要：随着我国资本项目在上海自由贸易试验区内开放的正式启动,我国在金融全球化进程中迈出了历史性的一步。文章对我国跨境资本流动规模、利用外资和资本输出、资本管制的强度和有效性以及上海自贸区的建设情况进行回顾,并通过对比国际经验以明确我国当前资本项目开放进程及可能面临的风险。为实现资本项目的全面开放,需要加强对跨境资本流动的管制,加大汇率调整力度,完善资本项目开放预警机制和加快国内金融改革。With the opening of capital account in Shanghai free trade area, China has taken a historic step in the process of financial globalization. After reviewing the scale of cross-border capital flows, the use of foreign capital and capital output, the intensity and effectiveness of the use of capital control and the construction of Shanghai free trade area, we have made it clear our capital account open process and potential risks through the comparison of international experience. In order to realize the full opening of capital account, it is needed to strengthen the control of cross-border capital flows, increase the exchange rate adjustment, improve the warning system and accelerate the domestic financial reform.
