宁波市体育产业发展引导资金扶持项目评选指标体系构建研究

摘　　要：采用文献资料、专家访谈、层次分析等研究方法,分析了宁波市体育产业发展引导资金的理论与实践价值,旨在为构建其评选指标体系提供科学合理的依据。研究结果:宁波市体育产业发展引导资金扶持项目的评选指标体系主要包括社会效益、经济效益、实施条件和保障条件四个准则层指标;且包含19个下属方案层指标。研究结论:评选指标体系的构建有益于全面、客观地分析宁波市体育产业的发展形势,提高宁波市体育企业的市场竞争力。其中,企业诚信等级、净资产收益率、公益事业贡献、经济拉动能力、吸纳就业人员、现金流量结构比率(营运指数)等权重占比较高的指标是宁波市新兴体育业态尽快形成和快速发展的根基。Through using the methods of literature review,expert interview and analytic hierarchy,process were utilized to analyze the theoretic and practical value of Ningbo sports industry development guiding funds,aiming at providing a scientific and reasonable index system for building the selection index system.Results：Ningbo sports industry development guiding funds of the selection index system mainly includes four criterion layer index of social benefits,economic benefits,implementation conditions and guarantee conditions,with 19 subordinate solution layers.Conclusions：the building of selection index system is beneficial for the comprehensive and objective analysis of the situation of sports industry in Ningbo and enhancing core competitiveness of Ningbo sports enterprises.The high weight factors,such as enterprise credit rates,returning equity,public welfare contributions,economy ability,absorbing employment,structure of cash flow ratio（operating index）,and the innovation ability,formed the foundation for rapid development of emerging Ningbo sports industry.
