基层政府公信力流失与重塑路径

摘　　要：当前基层政府公信力下降和流失严重,主要原因是行政理念偏差、行政行为失范、信息公开不充分、决策监督机制不完善等。应通过转变职能、依法行政、信息公开、反腐倡廉、行政问责、诚信教育、优化决策、公众参与等措施,推动服务、法治、透明、廉洁、责任、信用、高效、民主等"八型"政府建设,重塑基层政府公信力,跳出基层政府信任的"塔西陀困境"。The main causes for the decrease and loss in grass-root government credibility are administrative concept deviation,administrative behavior anomie, inadequate information disclosure, and imperfect decision-making supervision mechanism. Such measures should be taken as transforming functions,administration according to laws,information publicity,combating corruption and building a clean government,administrative accountability,good faith education,optimization of decision-making,public participation,etc. Also we should promote the ＂eighttyped＂ government construction focusing on service,legal governance,transparency,integrity,responsibility,credit,efficiency,and democracy,so as to rebuild government credibility and jump out of the ＂Tacitus trap＂of grass-root government trust.
