协商民主与政治参与的契合分析

摘　　要：协商民主与公民有序政治参与高度契合,协商民主是扩大公民有序政治参与的重要形式,协商民主的实质就是要实现公民有序政治参与。协商民主拓宽新兴社会阶层和弱势群体政治参与的渠道,拓展立法参与的广度和深度,拓宽基层民众政治参与渠道,拓宽社会组织政治参与渠道。协商民主培育参与型政治文化,培育公民精神和公民意识。协商民主减少非制度政治参与,拓展政治参与的制度化渠道,有助于建立维护群众权益的长效机制。Deliberative democracy highly fits citizens’ orderly political participation. Deliberative democracy is an important form of expanding citizens’ orderly political participation. The essence of deliberative expand is to achieve citizens’ orderly political participation. Deliberative democracy broadens the channels of political participation for the emerging social classes and vulnerable groups, expands the breadth and depth of legislative participation, broadens the channels of grassroots political participation and broadens the channels of social organization political participation.Deliberative democracy fosters participatory political culture, civic spirit and civic awareness. Deliberative democracy reduces non-institutional political participation, broadens the channels of institutionalized political participation and helps establish long-term mechanism to safeguard people’s rights.
