摘　　要：习近平总书记从实现中华民族伟大复兴的战略目标与加强党执政能力的历史高度,提出构建全面从严治党新常态。这一新常态体现出党要管党、从严治党的新时态、新动态、新姿态与新生态。新常态作为管党治党的新结构,全面是基础,从严是要害,治党是关键。新常态作为全面从严治党的新要求,体现管党治党的刚柔并济、双管齐下、标本兼治、破立并举、内外兼顾与上下联动等六大基本特征,开启了新时期党的建设新篇章。On the historical height of realizing Chinese national rejuvenation and improving the CPC＇s governing capacity, Xin Jinpin advocates to create the new normal of strict Party management. The New Normal means a new age, new trend, new position and new ecology of the Party＇s strict self-regulation. As a new structure of Party management, the New Normal stipulate overall regulation as its foundation, strict enforcement as its rule and Party-under-management as its key. As the new requirements of Party management, the New Normal reflects the basic characteristics of the combinations between principle and flexibility, between soft and hard means; between essence and syndrome, between fighting against corruption and establishment of rules, between internal and external interests, and between upper and lower levels of the Party.
