摘　　要：为加强我国海事主管机关履行国际海事公约的能力,积极应对IMO强制审核机制,充分满足强制性文件要求,并持续通过最终审核,文中回顾了IMO自愿审核机制的产生和IMO审核由自愿到强制的发展过程,在综合分析了近年来我国接受IMO审核的情况,从体系、法律以及体制等方面提出对策性建议。To enhance the capability of the Administration of China in implementing international maritime conventions, actively cope with the compulsory IMO audit scheme, adequately meet the requirements of compulsory instruments and constantly pass the audit, the paper reviews the process of the emerging of Voluntary IMO Member State Audit Scheme and its development into a compulsory scheme, and puts forward countermeasures and suggestions from such aspects as system, law and mechanism.
