摘 要:神华铁路已自成体系,已建成和即将建成总里程达2306km,原来分段批复的分散的运价已不再适应新发展,要重新思考建立适应市场变化的铁路波动运价体系。通过核算生产成本,制定合理的发送基价、运行基价和到达基价比例,对内调员工动工作积极性,对外通过扩大企业经营自主性来提高行业竞争力。开发便于清算的"一票直通、分段核算"的统一制票软件,使结算、调整运费更加方便快捷。同时,新的运价体系,也为以后神华铁路参与地方运输奠定基础。Shenhua railways have their own system, which have been completed and will be completed with a total mileage of 2,306 kilometers. The original prices that are segmented approved and dispersed are no lon?ger adapted to the new development. We should rethink to establish fluctuation prices system that will adapt to transportation market changes. We develop a reasonable proportion of sending price, transportation price and reaching price by accounting costs of production. Through which we can mobilize the enthusiasm of work?ers internal and improve the competitiveness of enterprises by expanding business autonomy outside. We can also develop a unified bill system that "one bill self-contained,all companies segmented accounting" can be achieved,so that accounts settling and costs adjusting will be faster and easier. Meanwhile,the new fluctua?tion prices system will lay the foundation for Shenhua railways’participation in local transport in the future.
