摘  要:检察人员管理中长期存在的行政化、属地化、单一化等问题,究其根源在于没有真正落实"分类管理",从而导致检察官角色定位不清、司法属性弱化。按照中共十八大以来的改革精神,实行司法人员分类管理和"员额制"等成为新一轮"司改"中的一个热点和难点问题。从目前检察人员管理中存在的两大问题来看,检察人员分类管理改革的目的在于实现检察官的职业化和精英化,改革的重点是落实"员额制"和针对不同类别的人员量身定做不同的配套管理模式并加强职业保障。In China, the personnel management of the "People's Procuratorate" is a very complicated work and there are many problems because there has been no real implementation of the classified management. In recent years, "judicial personnel classification management" and "posts system in the judicial reform" have become key issues in the new round of judicial reform. Based on the two major problems existing in the current management, this paper discusses the reform of the classified management of the procuratorial personnel, and puts forward its points of view: The purpose of the reform of procuratorial personnel management is to realize the professionalization of the public prosecutor. At the same time, the focus of the public prosecutors management reform is to implement the "posts system", to design a unique management mode for different personnel, and to strengthen the public prosecutor's professional security.
