摘　　要：在国家治理背景下,政府管理宗教的尺度是目前宗教管理的一大难题,宗教团体立法的进一步完善又受到某些旧观念的制约而难以自拔,只有加强宗教行业自律才是破冰之举。宗教行业自律,首先要明确宗教团体的法律属性,解决宗教团体有无自治权,以及如何自治等认识问题,在此基础上,宗教自治或自律才能有所突破和发展。In this national governance background, the religion measure controlled by the government is a big issue of religious management. To perfect legislation of the religious group is constrained by some old ideas and it is hard to extricate itself. So, strengthening self-discipline of religion is the best way to succeed. For self-discipline of religion, the first thing we should do is to clear the legal attribute, solve the autonomy of religious group and how to autonomy. Under this basis, religious autonomy and self-discipline will break through and develop.
