摘　　要：我国土地管理权是由土地规划权、土地用途管制权、土地征收权等权力构成的一组权利束结构体系。改革现行土地管理权制度,是修改《土地管理法》无法回避的重大议题。我国土地管理权制度改革的既有方案,因改革切入口定位不清而存在诸如目标定位模糊、缺乏整体性和系统性考量等诸多弊病,并因此陷入了改革困境。以土地开发权为切入口,建立土地开发权制度平台,并将各项具体土地管理权纳入到这一平台上来推动其改革,是走出当下我国土地管理权制度改革困境的重要选择。Land management in China constitutes a set of power beam structure system which makes up land planning-right,land use control,such as right of land expropriation and so on.Reforming the current land management system,which is the major issue the＂land management law＂is to modify.The traditional scheme of land management system reform,because of the unclear orientation of reform way,resulting in many ills such as target fuzzy,lack of integrity and systemic consideration and others,and sinking into a predicament.In the period of social transition,putting the land development right as a cut,establishing the system platform of land development right,and placing all the specific land management on the right platform to promote its reform,seems the best way to reform the situation.
