摘　　要：以分析土地管理制度所处的耕地保护红线、快速城镇化和生态文明建设三个时代背景为逻辑起点,研究了在既有制度框架下市场化配置的三种策略:城乡土地流动、耕地资源异地占补平衡和"飞地工业模式"。在此基础上,提出新一轮土地改革市场起决定性作用的改革路径:城市土地一级开发的PPP模式,发挥集体经营性建设用地入市的制度引擎作用,宅基地有限市场化配置和市场化思路推进征地制度改革。最后,提出政府在土地改革制度环境建设中的四个功能:科学规划、搭建市场交易平台、统筹协调利益关系和风险评估管控。This paper studies three strategies（namely urban and rural land transferring,balance of cultivated land＇s occupation and compensation in different region,and enclave industrial model）during the market allocation under the existing institutional framework from the point of the red line of farmland protection,rapid urbanization and ecological civilization construction.Then,it puts forward a reform path on which market plays a decisive role during the new land reform,which are PPP mode of urban land development,bringing the collective profit-oriented land entering the market into play,limited market allocation of homestead,reformation of land expropriation system pushing by market ideas.Lastly,it proposes four functions of the government during the system construction of land reform,which are scientific planning,setting up the market trading platform,coordinating interests and risk assessment and controlling.
