我国公共危机治理中的民间组织参与

摘　　要：当前,在经济社会高速发展、各种公共危机频繁发生的背景下,我国民间组织凭借其独有的优势在公共危机治理的过程中发挥着特殊作用。但是,民间组织参与公共危机治理职能的发挥也面临着多重障碍,需要各方面的大力支持。分析民间组织参与公共危机治理的优势以及在危机治理过程中的功能,提出从法律制度的完善、政府与民间组织互信合作、提高工作人员素质、提升社会公信力等方面,充分发挥其在公共危机治理过程中作用。At present, with the rapid development of economic society and frequent occurrence of public crisis, Chinese non-governmental organizations play a special role because of their unique advantages in the process of public crisis management. However, the participation of non-governmental organizations in public crisis management also faces a lot of obstacles. It needs strong support from various areas. This paper analyzes the advantages and specific functions of non-governmental organizations in the process of crisis management. Ii gives some advice of playing full functions of non- governmental organizations through the improvement of legal system, mutual trust and cooperation between government and civil organizations, as well as improvement of staff quality and social credibility, and so on.
