摘  要:从新型城镇化还需土地财政发挥一定正向功效、农村建设用地低效利用及国家致力于城乡统一建设用地市场的视角,探明未来时期土地财政驱动农村建设用地入市作用机理。采用2000—2012年31省(市)土地财政与农村建设用地数据,测算2个系统潜在的耦合度及所处耦合协调状态,进一步结合SPSS统计软件"聚类分析",考虑行政区临近原则与经济社会发展状况,将31省(市)划分为"高度"、"中度"、"中低度"、"低度"驱动区域。从区域社会经济发展水平及国家政策、土地财政与农村建设用地情况分析出驱动程度形成区域差异原因。从国家法律确定农村集体建设用地流转合法化、以规划引控有序流转、评估潜力指标入市价值、建立复垦整理指标结余储备库等方面,构建土地财政驱动农村建设用地入市的区域调控政策。Study on how land finance gives impetus to rural construction land market transfer contribute a lot to break the bottleneck of land finance as well as formulate diversified regional regulation policy. To ascertain the mechanism of how land finance gives impetus to rural residential land market transfer, this research analysis from three aspects: land finance still has positive effects on new urbanization, low efficiency of rural residential land use and central government is committed in establish unified rural-urban construction land market. To explore regional disparity of driving degree, this research measure the coordinate degree between land finance system and rural residential land system by data of 31 provinces from 2000 through 2012, then combine economic data to classify the 31 provinces into four categories: high level driving region, middle level driving region, lower level driving region and the lowest level driving region. Regional social economic development degree, national policy, land finance and rural residential land situation all affect regional driving degree disparity. Legalizing rural residential land transfer, regulating rural residential land transfer by planning,evaluating land quota value, managing land quota by land reserve are all countermeasures to regulate land finance promote rural residential land transfer.
