摘　　要：改革开放以来,中国制造业实现了长足发展,大批制造业企业茁壮成长,并开始参与国际竞争,不少企业已经具备了在国际市场站稳脚跟的实力,高铁成为中国制造"走出去"最为耀眼的明星。实践证明,在现阶段制造业仍是国民经济的主体,是国家竞争力的核心,大力发展制造业对我国经济持续稳定发展十分重要。目前我国经济发展进入了新常态,制造业发展面临新挑战。原先主要依靠资源要素投入、规模扩张的粗放型发展模式已难以为继。亟须调整结构、转型升级。因此,要实施创新驱动战略,增强创新发展能力;调整优化产业结构,推动产业迈向中高端;推进信息化和工业化高度融合,使中国制造向中国"智造"转型;强化质量管理,培育知名品牌;大力扶持民营企业,塑造新常态下的竞争优势;加强教育培训,形成成熟的产业工人队伍;健全绿色工业体系,走可持续发展之路;深化体制机制改革,营造制造业良好发展的环境,以形成新的增长动力,塑造国际竞争新优势。Since China adopted the reform and open-up policy, China＇s manufacturing industry has achieved rapid development, and a large number of manufacturing enterprises have thrived to participate in international competition, many of which have already secured a firm foothold in the international market, particularly in high-speed rail market, known as the shining star of ＂Made in China＂ in the ＂Going Global＂ stragety. Practice has proved that, at the current stage, the manufacturing sector is still the main body of the national economy, as well as the core of national competitiveness, hence vigorously developing the manufacturing sector is of grent importance to China＇s sustained and stable development. At present, China＇s economic development has entered an age of ＂new norm＂, and the manufacturing industry is facing new challenges. The original mode that mainly relied on resources elements and extensive development featuring scale expansion can no longer continue. It is urgent to make structural adjustment, transformation and upgrading. Therefore, China needs to implement innovation-driven strategy to enhance innovation and development capability, adjust and optimize industrial structure to promote the industry in marching towards medium-and high-end stages, promote information technology and industrialization to turn ＂Made in China＂ into ＂Created in China＂, strengthen quality management to foster famous brands, vigorously support private enterprises to create competitive advantages under the new norm, strengthen education and training to build a mature industrial labor force, improve green industrial system to take the road of sustainable development, and deepen re- form of institutional mechanisms to create an environment favorable for the development of manufacturing industries and to form a new driving force for more advantages in international competition.
