摘 要:极端主义界定和理论学说的多元化并不否定极端主义本质上的统一性,应当在极端主义一般性和特殊性的视野中审视新疆"三股势力""三位一体"、境内外勾结、危害严重的"极端化"基本态势。既有的"去极端化"建议和反极端主义模式,都没有将反极端主义作为独立的命题。极端主义和反极端主义应当有独立的价值和定位,不应当依附于宗教、民族、恐怖主义、极端分子等问题来讨论。中国新疆的"去极端化"应当置于中国反极端主义的整体战略框架中予以考虑,其先导性的意义可以超越其特殊性和区域性的特征,但是不能取代其特殊性和区域性的特征。中国的反极端主义战略应当从政策模式走向法治模式,在国际层面和国内层面的法治建设框架中,构建多元化有层次的系统化策略,形成中国的反极端主义法治体系。In spite of the diversity of the definition and theory of Extremism, the nature of the Extremism should be studied. In Xinjiang, three phenomena exist including " Three Forces" (the Terrorist Force, the Ethnic Separatist Force and the Religious Extremist Force) in the Trinity, collusion between domestic and foreign forces, serious damage caused by Extremism. The characteristics of Extremism in Xinjiang should be examined in the perspective of the general and special nature of Extremism. The existing Anti-Extremism models show that Anti-Extremism is attached to the issues of religion, nationality and terrorism. In fact, the independent value and position of the issue of Anti- Extremism should be emphasized. Anti-Extremism in Xinjiang should be taken into consideration in the overall strategic framework of China's Anti-Extremism which should be built in the international level and the domestic level according to the rule of law instead of the policy.
