从草根组织到工会志愿服务站——协同治理视角下的NGO转型研究

摘　　要：杭州市某草根组织C曾是当地颇有影响的一家农民工自组织团体,2010年该组织被纳入到体制之内,成为工会下属的志愿者服务站。这一转型为我们认识当前福利治理背景下社会救助服务组织的新模式及其发展的多样性提供了一个极好的个案。从协同治理的视角分析这一转型,可将其视作政府部门和非政府组织在共同目标指引下,通过资源互补、相互妥协,实现协同合作的结果。这种协同协作仍然是初步的,还没有达到委托-代理的程度,更没有发展到组织间协同要求的双方平等、独立共建的协同程度。Based on the case of transformation of a migrant worker＇s organization, an analysis was made on the co-ordination during the establishment of the Volunteer Service Center for New Hangzhou Citizen between migrant worker＇s grass-root organization and the trade union, a quasi-official NGO in China, from the perspective of welfare governance. It is argued that the grass-root NGO and the trade union have both got what they need from their partners and realized their aims by coordination, and the center played both roles of a gross-root NGO and a government organization respectively, which could not be explained by the western welfare governance theory. A discussion of the universality of the conclusion of the case study was also made with the aim of the organization co-ordination in Chinese society.
