摘　　要：旨在促进欧盟范围内文物返还与合作的93/7/EEC指令,在经过20多年的实施后最终于2014年为2014/60/EU指令所替代。2014/60/EU指令对93/7/EEC指令做了实质性修订,主要体现为放宽了指令适用的文物范围,适当延长了诉讼时效期间,明确了善意购买人的认定标准,强化了成员国在文物返还方面的行政合作等几个方面。2014/60/EU指令的实施对于促进欧盟成员国之间返还非法转移的文物,遏制文物非法流转具有重要意义。Directive 93 /7 / EEC aimed at promoting the return of cultural goods and strengthening cooperation within the European Union. After more than 20 years of development,Directive 93 /7 / EEC is finally amended and replaced by the Directive 2014 /60 / EU. Compared to Directive 93 /7 / EEC,Directive 2014 /60 / EU has expanded the scope of the cultural goods protected by the former Directive,extended the statute of limitation period,made clear the standard of acquisition in good faith,and strengthened the administrative cooperation between EU Member States on the return of cultural goods. The implementation of Directive 2014 /60 / EU will facilitate the return of the illegally removed cultural goods and curb the illegal trafficking of cultural goods in the EU.
