摘　　要：创新社会治理的提出丰富了社会建设理论的内涵,是全面深化改革时期社会建设理论的新发展,为社会组织提供公共服务、参与社会治理和社会建设扫清了障碍,也对处在社会建设第一线的地方政府如何行为提出了新要求,标志着新型政社关系的形成。新型的政社关系之中,地方政府扮演者社会组织的管理者、伙伴和契约当事人的多重角色。在国家治理现代化和全面依法治国的背景下,地方政府需要妥善处理不同角色下的权力(利)与义务,避免出现角色的缺位、越位与错位。The innovative social governance not only enriches the connotation of socialist construction theory but also reflects a new development of the socialist construction theory in the period of comprehensively deepening reform and opening up.It marks the formation of new political- social relationship by clearing obstacles for social organizations to provide public services,and to participate in social governance and socialist construction,as well as by putting forward new requirements of local government in the first line of the socialist construction.The local governments play multiple roles of management of social organizations,partners,and parties to the contract in new political- social relationship.Under the background of modernization of national governance and promotion of law- based governance of the country in all- around way,local governments need to handle properly the different roles of rights and obligations,as well as avoiding the deficiency,overstepping or dislocation of the roles.
