欧亚经济联盟对“丝绸之路经济带”战略认知及利益诉求分析

摘　　要：欧亚经济联盟与"丝绸之路经济带"在中亚地区"不期而遇"引起了双方的高度关注。基于不同战略目的考量,欧亚经济联盟对"丝绸之路经济带"的认知经历了一个从"分歧到契合"的动态发展过程,即由起初的疑虑重重到欧美打压下的抱团与理解再到达成共识。这表明,欧亚经济联盟与"丝绸之路经济带"并不存在根本上的利益矛盾,欧亚经济联盟在基础设施建设和经贸合作方面对"丝绸之路经济带"的共建有着迫切的利益诉求,可以实现对接与合作。二者在中亚地区的"并轨"运行将可能形成以"中国成为地缘经济引领者、俄罗斯成为地缘安全保障者"为核心的"共生""共管"机制,共同应对挑战以维护该地区的和平与发展、安全与稳定。Eurasian Economic Union led by Russia has met accidentally the Silk Road Economic Belt proposed by China in the Central Asia, which has got much attention from both parties. Due to difference inthe strategic objective, the cognition of Eura- sian Econornic Union for the Silk Road Economic Belt, especially with Russia, has undergone a dynamic process from disagree- ment to agre ~ment, that is, from suspicion firstly and then solidarity ＆ understanding toconfront the suppression of EU and the United Statet~ to consensus lastly. This indicates that the interests of the Eurasian Economic Union and the Silk Road Economic Belt are not ~onflicting and can achieve win -win cooperation, asthe two organizations share common interests＇ orientations inin- frastructure investment ＆ construction and economic ＆ trade cooperation. With the deepening cooperation of Sino - Russia in the Central Asia, a symbiosis and co -administration mechanism with harmony in diversity will be built, whose core is that ＂China acts as a lea ter of the geo - economic and Russia the protector of the geo - security＂, so as to jointly cope with various challenges and mait tain peace and development, security and stability of the region.
