铁路危险货物运输发展策略的思考

摘　　要：在分析我国铁路危险货物运输存在的市场机遇与挑战并存、运输安全监督力度加大、安全监管模式与国家接轨、专业性事故救援保障乏力的发展现状的基础上,借鉴国外危险货物运输经验,提出我国铁路危险货物运输的4个发展策略:建立政府、企业、第三方机构协调机制,合理选择第三方机构,构建综合高效的应急救援体系,注重建设专业救援队伍,探索事故救援社会化模式。Based on analyzing the development status of railway dangerous goods transportation in China, including coexistence of market opportunity and challenge, increase in transport safety supervision degree, integration of safety supervision mode and state administration level, as well as deficient rescue and guarantee for accidents, by referring experience of dangerous goods transportation in foreign countries, this paper puts forward 4 development strategies of railway dangerous goods transportation in China, such as establishing coordination mechanism among government, enterprise and the third party institution, reasonably selecting the third party institution, establishing a comprehensive and efficient emergency rescue system, paying attention to establish special rescue team and exploring socialization mode of accident rescue.
