摘　　要：水资源对于我国经济、社会发展的重要作用不言而喻,尽人皆知。而目前我国水资源配置方式主要以行政手段为主,效率低下、浪费严重等问题逐渐暴露出来。为了实现对水资源的合理利用和保护以及全社会的可持续发展,通过市场对水资源进行配置势在必行,建立我国的水权流转机制十分必要。本文指出,我国水权流转机制的构建首先应该从立法做起,确立相应的监管制度、许可登记制度以及水权定价制度,并且各种制度之间应该相互配合。然后建立水权流转二级市场,使水资源在不同的流转形式下得到合理配置。The importance of water resource to our national economic and social development is self-evident and well known. While under the existing mechanism of water resource allocation dominated by administrative means,inefficient use, serious waste and other problems of water resource are gradually revealed. In order to achieve the rational utilization and the conservation of water resource and the sustainable development of the whole society, it is imperative to allocate water resource through the market and construct the water right circulation mechanism in our country. This paper puts forward that the construction of China water right circulation mechanism should start form the legislation first, at the same time,relevant supervision system, registration system and water right pricing system should be established, and every system should coordinate with each other. Then build the secondary market of water right circulation to make the water resource allocation reasonable in various circulation forms.
