多元复合与福利治理:老年人长期照护服务供给探析

摘　　要：老年人长期照护服务是准公共物品,宜复合供给。当前老年人长期照护服务主体亟待拓展,服务供给亟待统整,供给能力亟待提高。可从福利治理视角出发,构建现代长期照护体系,在多元主体之间建立合作伙伴关系,共同处理社会福利事务。为此须做到四个协同:主体协同、服务协同、平台协同、供需协同。The elder long-term care belongs to quasi-public goods and it is suitable for composite supply. Currently, the subject of elder long-term care still needs to be explored, the public service supply system tends to be integrated, and supplying capacity needs to be improved. The building of the elder long-term care system should be introduced into the welfare governance perspective, establish the relations of cooperation between multi-subject and joint handle social welfare affairs. From the perspective of welfare governance, in order to build the elder long-term care system, the cooperation consists of the following aspects： subject, private-state, service, platform and supply-demand.
