中外地下储气库运营管理模式探讨

摘　　要：随着天然气市场的放开,欧美国家储气库逐步成为天然气产业链中的独立环节进行商业运营,单独定价。中国天然气产业市场化程度比较低,地下储气库主要作为调峰保供使用,已建成的储气库均由垂直一体化石油公司建设、运营和管理,在现行的天然气价格体制下,投资和成本没有回收渠道,在一定程度上影响储气库投资建设主体的积极性,制约着储气库业务可持续发展。结合中国当前天然气市场环境及地下储气库现状,借鉴欧美俄储气库运营管理经验,建议中央和地方政府部门应通过出台鼓励政策、定价机制等手段,为实现储气库商业化运营创造条件,垂直一体化公司的储气业务与其他业务在管理和职能的分离,按照对外价格独立收费,也将有利于推动天然气业务外部市场化和储气业务专业化。With the liberalization of the natural gas market, gas storages in Europe and America have gradually become a single link of the gas industry chain to operate commercially and implement independent pricing. The marketization of China＇s natural gas industry is relatively low, and underground gas storages are mainly used for peak-shaving. The underground gas storages that have already been built are managed by vertically integrated oil companies, but without recycling channel for investment and cost under the current system of natural gas prices, which that restricts the sustainable development of the gas storage business. By adopting the experience of Europe and the US and Russia＇s gas storage operation management, and combining with China＇s current status, the governments should introduce policies of encouraging and pricing mechanism, which create conditions for the realization of the gas storage commercialized operation. Separating the function in vertically integrated companies and charging independently will also be conducive to the external market and gas business professionally.
